Transport Infrastructure

Centroc seeks to be at the table working with the State and Federal Governments working to:

  • have as much freight as possible in the region being handled by rail, therefore Centroc supports the retention of grain rail lines and the development of the north/south rail line - currently the five lines of the Cowra Rail Line Network are the focus of the region's attention on rail.
  • develop appropriate intermodal facilities in the region, particularly a facility in Parkes to provide a north south/east west intermodal facility of national significance
  • ensure that there are sufficient funds in local government budgets to assure the maintenance of roads in the region
  • ensure that regional slots at Kingsford Smith Airport remain affordable and facilitate flying in and flying out in one day from Central NSW airports

Centroc also supports

  • The Centroc Weight of Loads Group
  • a new Weather Station close to Dubbo to service the western part of the Centroc region
  • more air services to local airports

On Monday 17 May 2010 at the Institute of Public Works Engineering Australia Awards in Wollongong, Centroc won the Innovation in Water Supply and Waste Water Award for the Centroc Water Security Study.

Described by the Judges as "innovation on a grand scale, it is a bold attempt to come to grips with the enormous problem of water shortage facing many rural communities in the future...the project was managed within the Centroc organisational structure which is developing a positive record of achievement on project delivery." The Award was accepted by Cr Ken Keith, Mayor of Parkes, the Council leading the team managing this project. He thanked his fellow Councils for their ongoing co-operation.

In response to the worst drought of record and the anticipated impacts of climate change, Central NSW Councils though their infrastructure team have delivered a Water Security Study (the Study) providing advice on the best options to deliver water security to 2059.

Taking a TBL and stochastic approach, The Study gives consideration to urban water security in a whole of catchment context and has been developed across 17 member Councils with reference to mining, agriculture, environmental and broader community needs. Stakeholder consultation included each of these sectors.

The Study identifies solutions within the state and national policy framework for water management and includes innovative infrastructure, demand management and best practice as well as emergency programming.

Where water does not recognise Council boundaries, the Study identifies a regional approach to waving water of 5000ML per year. It is of note that the Centroc Board of 17 member Councils have unanimously adopted this regional approach where work is being progressed by Centroc members to deliver on the recommended programming.

The Study was adopted unanimously by the Board of 34 General Managers and Mayors of Centroc in November 2009.

Collaborative work in reducing carbon emissions while delivering water security and a regional Water Conservation and Management Plan across the 17 member Councils are two significant programs underway as a result of the Study.

The Minister of Water, The Hon Phillip Costa has commended the approach undertaken. The Study has received three awards.

Atmospheric CO2 data

 

Did you know that atmospheric CO2 was 364 parts per million (ppm) during the Earth Summit in June 1992? In the past decade, atmospheric CO2 has been rising about 1.9 ppm per year. This is the fastest rate since scientists started using high-precision instruments to take CO2 measurements directly from the Earth's atmosphere.
