Central NSW Councils (Centroc) represents over 236,000 people covering an area of more than 70,000sq kms comprising the Local Government Areas of Bathurst, Blayney, Boorowa, Cabonne, Cowra, Forbes, Harden, Lachlan, Lithgow, Oberon, Orange, Parkes, Upper Lachlan, Weddin , Wellington, Young and Central Tablelands Water.


Centroc exists to advocate and improve operational efficiencies for its members.

Centroc Staff wins Louise Petchell Memorial Award for Individual Sustainability

Centroc’s Sustainability Programs Manager, Rachael Young was awarded the inaugural Louise Petchell Memorial Award for Individual Sustainability, at the Local Government and Shires Association Excellence in the Environment Awards in Sydney.

This is a highly prestigious award for individual achievement up to and including 2009-2010 in recognition of their contribution to the cause of environmental improvement and sustainability. Centroc also received a Highly Commended for The Shiny Halo Blog in the Energy Saving and Climate Adatpation/ Mitigation Category. This project has been funded by the NSW Environmental Trust.

Centroc Program Earns Excellence Awardlgma ccs award1

Centroc efforts to save hundreds of thousands of dollars through the Compliance and Cost Savings Program has been recognised for its efforts at the recent LGMA Awards.

At the awards, Centroc received the 'Highly Commended' award for Excellence in Leadership and Innovation for Rural Councils.  The LGMA awards recognised leadership in local government that improve organisational performance, productivity and service.  The awards are also designed to present an inspirational role model for the sector.

centroc_award_edited_kbCentroc has received a third award for the Water Security Study. The Excellence award was from Engineers Australia for the section ‘Engineering for Regional Communities'.

In November 2008, Centroc embarked upon a study of our region's water supplies.  The investigation included sophisticated modelling to forecast urban demand from the dozens of towns within our remit, for a 50-year horizon through to 2059.

We then, in consultation with our 17 local government members and our many other external stakeholders, set about understanding and evaluating the available options.  Ultimately, we settled upon an integrated program of water conservation and demand management measures, coupled with new and upgraded water supply and storage infrastructure.

Centroc advocates on agreed regional positions and priorities while working co-operatively to benefit the councils and communities of Central NSW. Using Centroc's regional strength and leadership in advocacy Centroc lobbies State and Federal Governments to present a more compelling case for regional priorities which are:

Projects

Centroc provides a number of information sharing and aggregated purchasing projects which deliver significant cost savings, compliance, improved environmental and business practice to our councils and out into the community.These include:


Environment

Centroc Councils recognise that the environment, sustainability and understanding and adapting to climate change are important to the long term prosperity of Central NSW. Thats a Good Idea! and Climate eXchange are projects supported by Centroc members to generate energy, interest and most importantly, change in these areas. The funding for these two projects have been funded by the NSW Environmental Trust.

Together through a range of initiatives such as building the capacity of local government staff and making changes to Council operations and infrastructure, and engaging our communities, Centroc is developing and implementing good ideas to reduce the ecological footprint of our region.

We are changing everyday behaviours within council, running community based composting projects and encouraging climate friendly actions.


Training

The Centroc Regional Training Service provides coordinated training services to maximise opportunity and value in training for member Councils.Through Centroc, member councils are able to access timely, professional, and cost effective training for all of their staff.

The training service sources course information and quotes and will coordinate training on behalf of members councils. Discounts from training providers are also negotiated by the training service and passed onto member councils. The service also promotes vacancies in training for council's in-house courses to help reduce council's training costs.

The services are available to all Centroc members. Other councils, state agencies and private organisations are also able to use the services of centroc on a fee for service basis.

A full range of courses are available including OHS compliance, RTA Traffic Control, Heavy Vehicle and Plant Operator Training, Information Technology and Professional Skills Development.

Live Issues

Bells Line

The Centroc Board is pleased to be included as a member of the steering committee of the Bells Line of Expressway Long Term Corridor Plan. Consultation on the Plan has been completed as of the end of January 2011.

Members have consistently called for an Expressway standard connection between Sydney and the west.

The Bells Line of Road and Great Western Highway are two of the most dangerous roads in Australia. Members want safe, fast access between Central NSW and Sydney.

Members have also been concerned with the studies undertaken to date, in that the studies do not recognise the growth that would happen as a result of the Bells Line of Expressway; the studies instead make decisions based on the constrained transport options currently available.

Members also contend that the topography of the Blue Mountains is special ensuring that the Great Western Highway will always need to be a local road. Therefore there will always be congestion issues that impact our industry particularly our tourism industry, the third largest industry in Central NSW -and growing.

Members seek to have the corridor preserved in the first instance particularly the section between the M7 and Kurrajong.

At the meeting of the Board in February 2011 members are seeking advice back from candidates in the region on their policy particuarly on securing the corridor.

The Board is encouraging State and Federal representatives to

a.    commit to the next steps in securing the corridor, that is

        i.    the establishment of route options

        ii.    selection of preferred route

        iii.    reservation of preserved route option on LEPs and

        iv.    environmental assessment and concept design

b.    provide advice on time frames where the establishment of route options should occur immediately after the completion of the Long Term Strategic Corridor Plan

c.    have commentary in LEPs along the route addressing the need for a future corridor

The Federal Government has $3.5m committed to transport studies for the region and it is anticipated that some of these monies will go the next stages of strategic work to deliver the road.

Atmospheric CO2 data

 

Did you know that atmospheric CO2 was 364 parts per million (ppm) during the Earth Summit in June 1992? In the past decade, atmospheric CO2 has been rising about 1.9 ppm per year. This is the fastest rate since scientists started using high-precision instruments to take CO2 measurements directly from the Earth's atmosphere.
